creating a menu for a dvd? not using toast or iDVD

hey guys i was wondering whether there is any program that you can use to create an interactive menu for a dvd? ive got 12 mpg files that i want to put onto a dvd. ive tried using iDVD but it wont let me import the mpg files. I've thought of using Toast but the menu that was is automatically generated and I want to make it interactive or with a picture in the background with music or something. Is there any program for a mac that will allow me to create a menu for the dvd and then add the files and link it all up?

Just convert the file into something iDVD can read.

You can find free tools to convert it into a .mov file and then use it with iDVD.

(Actually you can just drop it into iMovie, and export it from there as a quicktime file.)
