getting grey apple screen and nothing else

I just aquired an power mac g4 with the mirroreed doors when i start it up I only get the grey Apple screen with the little spinning wheel and does nothing else. what can be the issue not familiar with the apple products

Two possibilities:

1. There isn't a valid OS installed on the HD for the computer to boot from.
2. The hard drive is dead, and needs to be replaced.
