I want to know how to burn .dmg files on a pc what program could be used

You don't burn dmg files on a PC, however, you can burn iso files. Use a program like Nero, Ashampoo Burning Studio, or any one of the Roxio editions.

Ok from what I heard roxio toast is capable of burning .dmg files I know that you can get roxio toast for both win and Mac is it correct and how could I tell if a .dmg file on a windows is bootable these .dmg files are for a friend of mine but I've never burn bootable .dmg files period

Silver M1 iMac 512/16/8/8 macOS 11.6
Nero is Roxio version for PC's. Again you can't burn a disk image .dmg file on a PC.
