Photo albums missing after syncing

Photo albums on iphone and ipad are not replicating after syncing to iTunes. I had a New iPad with several photo albums on it. After syncing my iPhone 5, I noticed the photos were there, but several random albums were missing. I read about deleting the iPod photo cache, so I did that and synced both devices, removing all photos from them. I synced the iPhone and all the photos with respective albums were there. But when it synced the iPad all the photos came over, but NO albums were created. Why does iTunes have problems creating photo albums while syncing?
