App store sends me into a Terms and Conditions loop

I just upgraded to Mountain Lion on a 2010 Macbook Pro. I cannot download an app from the App store. It gives me a message that the Terms and Conditions have changed. Then when I accept the terms and conditions, it goes back to the original message saying that the terms and conditions have changed. It continues to loop until I cancel and still doesn't register that I have accepted anything.

Any ideas?
