is it okay to charge my iPod even if its battery percentage is around 70%? And will it affect itself if I'm in the middle of charging my iPod using my laptop (that has no battery) then suddenly the lights went off. Plus it heats up really fast when that incident happened.

You can charge your iPod when the battery is at 70% or even 90%. It won't be damaged or overcharged if you lose power. You need to replace the battery for your MacBook or MacBook Pro as it will heat up just running off AC.
