While starting up hold the option button down. This bring you to a screen that lets you select what to start up from. This will run the fans so you know if they are working. Lets you also see just how loud they can be.
I didn't think they were to bad at full. Mine doesn't even seem to have any on when running normally, so I wanted to be sure they worked. They do.
