Sound and Brightness Keys are not working

My sound and the brightness keys are not working. When I press Fn and the keys, then it works fine as "F" keys.
I am not sure if this is hardware problem. Is there anything that I can do to bring it back to life?

2017 27" iMac, 10.5" iPad Pro, iPhone 8, iPhone 11, iPhone 12 Mini, Numerous iPods, Monterey
System Preferences, Keyboard. Remove the check from the box that states: "Use all F1, F2 keys as standard function keys"
