I have used Publisher and Word for years and and confounded by Mc Word. How can I rotate text 108 degrees?

I assume that you're talking about text elements (textboxes) and not paragraph text. If so, the green circle above the element should let you rotate it. A tooltip will even appear to tell you how far it has rotated.

If that doesn't meet your needs, right click it > Format Shape... > 3-D Rotation > change the Z axis value.

rotating text

There is no green circle on the text box. In Windows I have always done that, so I'm mystified by it not being there.
What I'm trying to do is this:

On note cards of my artworks, I want to print the name of the piece and my name. It has to be upside-down on the sheet, so that when it is folded it will be on the back, facing up.
With no circle to drag I can't figure out how to turn it.

Use a textbox instead of normal text. In the ribbon, go to "Document Elements" > "Text Elements" and use the textbox option to create a textbox. Those boxes can be easily rotated using the aforementioned instructions.
