Downloads Hault at near 99%

I'm having a major problem with my powerbook. When I attempt to download various files (for instance, macromedia shockwave player 10) the download will hault at near the end of the file. This also happens with other misc. downloads across the web. It has also affected software update, the quicktime update stopped near the end. I'm not sure what to do. Does anyone have a suggestion, or have they heard of these symptoms before?

edit:
when software update finished installing the other updates it gave an error message saying something about the permissions of some folder in /tmp

Maybe that could relate to the other problem?
(I tried taking a screenshot but then snapz crashed because I hit the eject key)

Try running the disk utilities application and repair permissions. That should take care of the /tmp directory permissions.

How long has this been going on?

Are you ever able to successfully complete a download?

Have you had any other connection problems to the internet? (dropoffs, no signal, difficulty initiating a connection, etc.)

What browser are you using?

What are the specs of your PowerBook?

Have you had this problem with any other computer(s) in the house?

mozilla firefox 1.5 (but it affects all browsers, safari, ie, etc.)
What OS version are you running?
OS X 10.3.9

1.67 ghz G4

Okay...two things you can/should do

First, try to connect your PowerBook via ethernet. After you hardwire it into the router, try a download. See if you are able to complete one.

Second, power-cycle your setup. Turn off ALL the computers that use your connection. Then power off and unplug the router, then power off and unplug the DSL modem.
Wait around 30-60 seconds.
Then plug in and power up the modem.
Then plug in and power up the router.
Then power up the PowerBook and connect with it wirelessly.

Leave the other computers off, and try to download with the PowerBook. If you are successful, then power the other computers up and you are fine.
If you can't complete a download, repeat the power-cycle.
