I have some speakers that seem to have to much bass. this is really noticeable with speech through the speakers. the only buttons it has is power and volume. I looked at the speaker option under preferences and didnt see any treble option or anything. is there any way to adjust the bass in mountain lion?

You could Install Boom from the app store. It has a graphic equalizer that you could use to lower the bass.
Not sure if there are any free EQ programs but you could Google it.

Stock the only EQ that has ever been in OSX is in iTunes, but that only affects iTunes.

Boom is a system wide EQ. If that is what you need
