need to create desktop alias for everybody

I need to create desktop alias' for everybody/anybody that logs onto a Mac.

I have many Macs in an internal network environment where anybody can log onto any Mac. A person that has never logged onto a Mac will get the same alias (shortcuts) that somebody that has already logged in gets.

Windows lets you put shortcuts in the ALL USER or PUBLIC user folder and everybody sees those shortcuts. I need that same functionality in OS X.

I have called Apple and asked long time Apple users and managers and they scratch their heads.

Any ideas????

Why not just put the alias in /Applications?

I want it on the desktop, not in the applications folder...

If I understand what you want to do correctly this hint might get the job done for you. Read throughout the comments as well. I know it's old but apparently it still works in Lion.
