Bluetooth pairing w/ 4S

Using an iPhone 4S with OS 5.1.1

Trying without success to pair a Plantronics Voyager PRO HD headset

iPhone will recognize the new device 1/2 the time, but won't connect to it...

I'm at a loss...

Mac Pro (2019) 3.3 ghz 12-Core 96GB mem Vega Pro II
I use my iPhone 4S with a Plantronics Voyager and have no problems pairing. Didn't do anything special.
