Preview - it's built right into your Mac and will be the default for most image types. Open an image, click the Tools menu and choose "Adjust Size"

If you need to do a lot of this kind of acitivty there are lots of examples of Automator Workflows that will do this automatically for you - a whole Folder at a time.
