replaced fan not working either on macbook 13 2006

Hi. my macbook 13 " 2006 fan was not working, i replaced it with new but still not working at all. smc, istat;, hardware monitor all read 000rpm.
Is the logic board at fault? reapplied thermal paste to heatsink...
BTW, Hardware monitor tells me fan speed max/min values are 6200/5800..is that correct? Thaks.
