Stop start up chime by default?

Is it possible to set a preference so that the start up chime will not be heard when I boot or re boot no matter how I have left the output volume when I last shut down?

The Startup Ninja is one program, there is also the "Startup Sound Preference Panel" which still works with Lion. I use the latter to quiet the startup chime rather than turn it off completely. The startup chime lets you know your Mac has passed POST.
