Macbook 1,1 fan not working

Hello everyone!

Just recently the fan on my macbook stopped working. It leads to overheats and shutdowns once it gets to higher temperatures.

I have run smcFanControl and istat pro and both times I cannot control the fan and it is constantly at 0rpm.

I have replaced the fan with one bought off ebay and cannot get a hardware test to run.
Paying apple to fix this problem is out of the picture because they will probably charge more than the laptop is worth. Bestbuy wants $400
Is there a way to see if the fan is the problem, or if there is a problem with the motherboard or operating system.
I may revert to an older operating system to rule out the software but would like any other solutions before I do that.
I wanted to download the software to run the hardware test but cannot find it anywhere.
