User wants to activate an application which requires administrator's name/password

A few people make use of my computer but I'm the only administrator. This has worked fine until now.

One user wants to use an application which requires an administrator's name and password each time it is activated. Is is possible to give that user only the right to start this application without making him an administrator? So maybe make an exception for this particular application?

Have you looked at the application? What is it? Requesting a password sounds like the app wants to be installed but isn't yet.

It concerns the following application:

SelfControl | Steve Lambert

The user wants to protect himself a bit from useless surfing. In order to activate the application needs an administrator password.
