10.7.3 Image Problems after using image on another mac

I create an image of 10.7.3 using disk utilities and under that image i need to have the option from Security and Privacy :Require an admin password to access system preferences with lock icons CHECKED. Once i create that image with this option checked and used that image on another mac mini this option reverts itself to UNCHECKED. I need to enable this options so users dont enable settings and features on their computers since they are Tier 1 techs. I dont understand why this options reverts by is self it the image is a exact image of the other image. it only happens on 10.7.3 but not on 10.7.2. Any feedback on this. I dont want to use a 3rd party software. thanks
