I recently bought a laptop running Windows. The Laptop is broken, but the hard drive still works. Is there any way I can boot into windows on my mac from the Windows Hard Drive?

No. Boot Camp does support the use of external drives to run Windows. Why not create a partition on your Mac hard drive using the Boot Camp assistant and then use your original Windows disk to install. Provided the Windows disk is at least a full XP SP2 MS boxed or OEM system builder's version, it should work.

Would it technically work if I had it in the optical drive port? If I replaced the optical with the hard drive?

Yes, it would then work because the drive would be considered to be internal.
