burning video to dvd

ive searched this forum and havent found what im looking for. on windows i was using nero vision to turn video files into dvd. (mpeg, avi, wmv, etc) i tried idvd and i movie, and those dont seem to work. i dont really want to have to convert the files before hand. does anyone know of a program that will allow me to create chapters, add a dvd menu and burn to dvd?

ok, toast seems to work, but it wont let me create chapters on mpegs. dvd studio pro wont even accept the mpegs. im now trying ffmpegx but when i try to dl the mpeg2 encoder it sends me to this weird page with a bunch of text on it.

all my videos seem to be mpegs that dont work. do i really need to change the file type before any of these progs will read them?
