There are lots of programs that can do this. Being lazy, I tend to use Preview.
1. Open JPG image in Preview.
2. Select annotation tools.
3. Save result as a new JPG file.

Right click the photograph in Microsoft word, click "copy" on the menu that pops up.
Open Paint: Start menu -> Programs -> Accessories -> Paint.
Go to Paint's Edit menu. Select Paste.
Go to Paint's File menu. Select "Save As". Type in your file name, and underneath, in the "Save as Type" box, select "JPEG File (jpeg/jpg)".
