idvd or other - customizable menus

For the tl/dr crowd: what software will let me make menus for DVDs?

Long story:
I know this question has been asked before, but not in a couple years (according to search):

I like iDVD and find it easy to use, but I make a lot of dvds and I get a little tired of the same old menus.

I know I can change the music and backgrounds. But I wish I could have just a little more control: make my own "drop zones" etc.

Is there a software that can do this?

I know about the dvd themepaks DVDThemePAK and they're OK, but I ... I'm not trying to brag but I think I could do better with the right tools.

Any ideas?
