Why does my Voxer only work with headphones plugged in?

I'm using a third generation iPod touch and whenever I receive a voice message from someone I must plug my headphones in in order to listen to what they have to say. Voxer doesn't even play the message if the headphones aren't in. Is this a bug or an intended feature? And if it is a bug, is there any way to fix it?
