Preferences not syncing in mail and ical - should it?

I have several settings in preferences in both mail and ical on my laptop which dont sync to my imac. The actual accounts etc sync fine, its just some options that dont - for example, rules are missing, mailbox behaviours are ignored.

Are the preferences meant to sync? If they are, could anyone let me know what may be causing them not to?
