In a word no.

The best upgrade is the Intel X5365 3GHz Quad Core but they are a little expensive. The 2.66Ghz Quad Core X5355 are much cheaper and will give the Mac Pro a huge boost. My 2.1 Mac Pro went from just on 5,000 Geekbench score to 9118. There are plenty of links to doing this job. The most difficult part is getting the 8-9" long Torx driver to access the heatsink screws.

You can then update the firmware revision to MP21.007F.B06 by applying the Netkas update. The system bus speed remains at 1.33GHz, twice the memory speed. The Macs you linked to are later model 3.1's with 1.6GHz bus speed, but of course they are much dearer. Total cost is what you find the CPU's for. They appear on eBay regularly. 5365 run about $600 per pair, 45355about $200 per pair.
