Dumb Question: PDF As Mail Attachment

How come a 1-page PDF (of a Word doc) attaches in Mail as an image of the page, instead of as a PDF icon? If I attach the same doc as a Word doc, it attaches as a Word icon for the doc.

Just wondering.
