Crop (fit, ken burns...) tool in iMovie 11

Very simply, I took a 22 minute video that has extraneous 'stuff' along the top border. I would like to get rid of it altogether for the entirety of the movie. I only have iMovie 11 to edit with - no final cut or anything like that.

I can see how to use the crop tool (ken burns, fit...). But my problem is that the green rectangle will only resize/crop proportionately up and down. I need to be able to have everything but that top border. How do I make the crop tool do that? Is it possible at all - and is it possible to apply the crop to the entire movie??

The video has to stay proportional, otherwise you'd end up with a video with funky black bars on every TV set.

And yes just select all the clips and apply the crop.
