Minimum iMac specs for editing AVCHD?

I'm guessing this is has been discussed here, but I couldn't find a similar thread, so...

I currently have an old PC (Vista, Dual Pentium, 2GB RAM) that I'm trying to use to edit AVCHD from my Canon HD camcorder. It's a little painful so I'm looking at iMacs.

So I'm wondering what is the minimum iMac I could get to fairly painlessly edit HD files and burn blu ray discs? (I realize I would need to buy a USB blu ray burning drive and something like Roxio Toast.)
And also, what upgrades would have the greatest impact on HD editing?

One last question: Can iMovie edit HD video?
