Cmd + Control Combo performs same a control only

MacBook Pro (mid-2014), Intel Core I7, 4 Cores, 2.5GHz, 16 GB Mem 500 SSDSophos10.8.2, iPhone 7Plus
When I press Cmd + Control combo keys or just the control key alone the same function is performed - shows all open applications. If I press Cmd + Option key the same function is performed as pressing just the option key. I cannot find anyway to change this in System> Preferences>Keyboard Shortcuts. How do I change this?
