Boot Partition on External Drive

I created a partition on my external drive, allowing 15GB for size, to use as a boot partition, but couldn't load the appropriate files to it. I got error about it being too small when I tried to install a copy of the boot files. I have read that it can be installed in as little as 10GB?

Any help would be appreciated.

Snow Leopard 10.6.8 Mac Intel.

Main-11" Air, iPhone 6+, iPad Mini 3, Hi-Fi Extras- Too many to count
It can be installed on a 8gb flash drive. Try repartitioning the drive and see if that works. Also try a custom install and remove some of the software and languages and see if that works for you.
