subfolders in outlook

I have bought microsoft office for mac, as i want to use outlook. I can't figure how to create inbox subfoldewrs in mail, which capacity is more or less why i bought it! There is an icon for creating them, but i can't get it to wake up. I have been using outlook 2003 for years, on PCs.
