reusing Time Machine Disk

Mac Mini 2.3 GH i7, 100GB internal storage, 3TB external storage, 2 15" Monitors. OSX 10.11.4
I used to drag my MacBook to work every day and plug it into a TimeMachine Disk. Now since I have an iPad that's what I carry around and since I have always had a TimeMachine disk at home I would like to use the second TimeMachine disk on my windows machine. When I plug it in to my PC I can find it on my device manager page but it doesn't show up on the MyComputer screen. Can someone let me know how I can format this TimeMachine disk with dare I say FAT32?

Way... way too many specs to list.
You can easily do so in Disk Utility. Just select the partition, change your partition (from current) to whatever you want (1, 2, 3 partitions etc) and select msdos as your partition type.
