With OS 10.7.2., is it possible to make folders open in the Finder with the same view settings as when they were last viewed?

Yep.

1. Open a window in the Finder.
2. Click on the View menu in the menubar.
3. Select "Show View Options" (last item)
4. Check the "Always open in (name of view) view"

Thanks, I did find that otpion, but it seems one has to do that for every single folder, unless there is some general preference somewhere to open all folders in the same view in which they were last opened, but if so then I haven't found it yet.

If you use the right click context menu, you'll be able to set folder specific view options. If you change the view from the toolbar, you can change the view for all folders:
