Can anyone tell me if the below issue is due to the video card or if it is an LCD screen issue?
The first picture illustrates what I am talking about (taken from another device). The second picture is what I get if I do a screenshot from the mac itself (no gray bar).
Any help will be much appreciated.
Thanks.

If the screenshot does not show the gray bar, then it's not the graphic card. Looks like it might be the LCD itself or possibly the backlight.

Thanks for the info. Do you have any idea how to tell if it's the LCD or the backlight other than taking the machine to be inspected/serviced by a professional?

No way to tell really other than have it looked at by an Apple service technician. Either way, it's going to require the replacement of the LCD as the backlight is encased with the LCD panel. Apple will not change a backlight without changing the entire LCD. If your machine is no longer in warranty, you might consider a third party repair instead of Apple. Just make sure the third party repair is an authorized Apple repair service. You might check out iPhone 4S/iPod Repairs | MacBook Pro Screen/Glass, iPad repairs.
