I had to have my hard drive replaced under warranty, and when I got my machine back it had Snow Leopard installed. I previously had Lion, and all my backups are done in that. Will restoring from those backups upgrade my OS back to Lion, or do I need to upgrade first, then restore?

Way... way too many specs to list.
Lion backups won't restore on Snow Leopard, you need an OS installed at any rate.

Oh well, the only real downside is waiting for Lion to download again. I guess I should take this opportunity to make a disk so the next time I don't have to wait.

A Time Machine or clone restore puts EVERYTHING back the way it was, including the system, so the answer to your question is yes.
