External hard drive drawing too much power, but it is connected to mains power...?

I have a NexStar dual bay hard drive dock with an external power supply which when I plug into my macbook pro I get the error message reading "USB Over Current Notice; A USB device is currently drawing too much power. the bub to which it is attached will be deactivated." How is this so? The drive is plugged into the mains power supply and I now have an entire final cut pro project sitting infront of me offline because I cannot connect the drive.... I had this problem for about 15 minutes this morning before it decided to work for a few hours, and then gave me the usb over current notice.
Any idea how to fix this?
