Ok so i tried to upgrade to Lion but every time it got to "7 minutes remaining" it would say "Lion could not be installed" And i called the Apple store and the man told me to delete my whole hard drive and restart i did that and it still won't work. My question is, on my windows machine how do i burn the "installed.dmg" to a DVD? Do i convert it to a ISO? Will my mac read that when i reboot? Or burn the dmg itself to the DVD?

I am pretty sure you can use it as an .iso. you can also restore the mac to SL and then install it on a 4 gb flash drive. that is what i did.

rabbitjetta has the right idea. You can download Lion again from the APP STORE free of charge, hold down Option and Purchases and click on the Lion icon. Then burn it to a USB thumb drive before starting the install. Boot from the thumb drive, format the hard drive Mac OS Extended (Journalled) and go to partition and make sure GUID is selected under Option.

Then back to Installer and proceed. Here is how to get Lion to the thumb drive:-
