I have a Mac Pro that died on me a few days ago. I pulled the HD out of it, it is File Vaulted, and I want to know if I can recover some data off of it by plugging it into my MacBook Pro via USB doc. Now I do have the password for the HD with file vault.

I would try booting off of it. If you were talking about a drive that had been encrypted using File Vault2 (Lion) you could probably just plug it in and enter the password when prompted.

Bottomline though is try it and find out, but my thought is your best bet is to boot from the encrypted drive.
