g4 ibook wont boot past blinking folder

Hi everyone glad to be aboard i purchased a ibook g4 when i turn it on it gos to blinking folder if i push options it goes to a padlock ? it has no ram outher than the builtin 256 k i pulled the hard drive put it in a g3 it booted fine,t the g3 hard drive in g4 same thing blinking folder ??? ,any help appreciated thanks pete.

That means it cannot see a working system to boot from. Did the seller include the restore DVD with that G4?
