The GPS itself would work as long as you can receive the signal from the GPS satellites which don't require access to any carrier. However, once that signal has been received to lay it down on a map and give you directions would require data access. So if you're outside of your coverage area, you'll end up roaming and data roaming can become very expensive very quickly, so talk to your carrier about possible international coverage or partners that you could use to avoid getting a huge bill..
