I have an iPod 4th gen with half a white screen. I've had it for about a year and was wondering If I could still get a warranty on it if I didn't have one before

If it's out of warranty, no.

Go to the Apple Store and check on the included warranty and eligibility for Apple Care.
I suspect that for the iPod it is the same as for everything else, you have one year from date of purchase. But, should take about thirty seconds to confirm.
