If I want to create and edit documents while sharing between my iPhone and iMac using iCloud, do I need to purchase to different versions of pages? Pages for my iMac ($20) and pages for my iPhone ($10)? If yes, is this the easiest way to achieve the functionality that I am talking about?

Yes, you would need to have an application on both devices (in this example, Pages would be that application).
