Screen Recording Software with adjustable fps?

So here's the deal: I need a screen recording software that records at 1fps at HIGH quality. I know the is timeLAPSE and Camtasia, but timelapse wont record at 1 fps and neither will Camtasia.

Any pointers as to what I should get?
