Cable connection eating bandwith

Having some issues with my macbook pro lately. At times when i'm on cable network it goes up to about 760 KB/S. if i disconnect the cable and go on wireless it acts like normal. But when i put my cable back in it instantly goes back up to 760 KB/S. Tried to use little-snitch to eliminate issues but i disabled every app the connection to internet. and still it is at 760.. Anyone got a idea?
