Firefox Home may be what you are looking for, but I don't remember if there is a version for the iPad.

I used to try to keep my bookmarks local - but it was just easier with so many devices to use a bookmarking service.

If you search for delicious alternatives you'll find many more

Upside is your bookmarks are anywhere you are - downside is even though you could make links private with many of the services - the links are still on the internet. That being said - you are bookmarking the internet anyway so there is already a record somewhere.

I think what I did (it has been a while so I don't clearly remember) is to import them to Safari on my Mac and then they synced automatically to Mobile Safari on the iPad.
