HTML extension on email attachments

When I receive an email with a Rich Text attachment, it comes with an HTML extension. If I double click the attachment, it opens with a bunch of letters and symbols. Nothing readable. The only solution I have found is to download the attachment, single click the title, delete the HTML extension and replace it with a DOC or DOCX extension. Then I can open the downloaded file in MS Word.

This seems like a complicated way to manage email attachments. Is there a better, more direct way?

Where are the attachments originating from? Coming to you from a Windows machine perhaps? Because it sounds like the sender is using html instead of plain text to generate email messages.
