Help with Applications folders

Hello,

Could someone please help me understand the differences between my /Applications folder and my /Users/Home/Applications folder? I have noticed some of my applications appear in both of these applications folders and some apps only appear in one of these folders. Should both of these folders always contain the same applications, or should I use one over the other? And when I download new applications which folder should I save them to?

/Applications is where you install apps for all users.
~/Applications (in your home folder) is where you install apps just for that user, and not for other users.
