At school, the internet is limited to a measly 120 kilobytes/sec, but when on the school's website, there is no effective limit. Can I run a proxy through my school's website to always have the faster speed?

I'm not too sure by what you mean connected to your schools website. But if your outside connection (outside of your school) is limited to 120 kb/s a proxy won't make a lick of difference because the proxy may have a higher connection but if you will only be connected to the proxy at 120 kb/s.

Basically, proxies cannot make your connection faster if your outbound connection is limited.
