Mac Mail can't use Smart Folders

Your Mac's Specs
Mac Pro (2019) 3.3 ghz 12-Core 96GB mem Vega Pro II
Suddenly I find that while I can see all my Smart Folders in the Address Book on my iMac, when I access addresses in Mac mail, the smart folders all seem empty. I suspect, but cannot prove, that somehow syncing with iCloud is the problem. Anyone have any ideas?
